Dr. Chang King-yuh

             Dr.  Chang  was  born  in  Xiangtan  county,  Hunan  Province,  China.  He  obtained  his

         bachelor's degree in law from National Taiwan University, master’s degree in diplomacy
         from  National  Chengchi  University,  master's  degree  in  comparative  law  and  doctoral
         degree from Columbia University in the United States.


             In  1984,  he  served  as  Director-General  of  the  Government  Information  Office  of  the
         Republic  of  China.  In  1987,  he  served  as  Director  of  the  Institute  of  International
         Relations of National Chengchi University. From 1989 to 1994, Dr. Chang was President

         of National Chengchi University.

             In  March  1994,  Dr.  Chang  was  appointed  Administrative  Council  Member  of  the
         Executive Yuan. From 1998 onwards, Dr. Chang served as National Policy Advisor to the
         President.


             Dr.  Chang  is  currently  Chinese  People’s  Federation  for  World  Peace  First  Rotating
         President  of  the  World  Headquarters,  Chinese  People’s  Federation  for  World
         Peace-Taiwan  Chairman  and  Honorary  President  of  Chinese  Education,  Culture  and

         Economy Promotion Association.
